Cape Cod Healthcare is the leading provider of healthcare services for residents and visitors of Cape Cod.  With more than 450 physicians, 4,700 employees, and 1,100 volunteers, Cape Cod Healthcare operates two-acute care hospitals, the Cape's leading provider of homecare and hospice services (VNA), a skilled nursing and rehabilitation facility (JML Care Center), an assisted living facility (Heritage at Falmouth), the Cape's only local laboratory service (CCHC Laboratory Services) and numerous health programs.  We are currently seeking a dedicated Executive Director of Technology Services to join our team at Cape Cod Healthcare.

PURPOSE OF POSITION:

Under direction of the Senior Vice President and Chief Information Officer (CIO), the Executive Director of Technology Services provides strategic direction and oversight for all core technology services owned by the Technology Services function – including telecommunications, data network, cabling, enterprise architecture, data center, servers/storage, end user computing, patch management, MS office, innovation, integration and disaster recovery.  Sets operational plans, identifies and manages potential risks for technology operations to support current and future Cape Cod Healthcare (CCHC) business needs. Coordinates with other Information Technology (IT) leaders to ensure high availability and performance of hosted applications, and support for broad oversight of all technology-related acquisitions and expenses.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

Oversees the design, implementation, maintenance, operational decisions, and strategic alignment of the information technology infrastructure including data and voice networks, data centers, servers and storage, integration, end user computing and supporting architecture

Provides technology subject matter expertise input for IT's strategic direction and planning; develops operational plans for technology services to support identified strategies and objectives; recommends key updates and changes as needed

Serves as a technology services subject matter advisor to, and representative of, the CIO in all IT business stakeholder interactions and matters;  identifies business requirements, IT solutions, IT performance improvement opportunities, and ensures alignment effective prioritization and decision making with business stakeholders

Assesses customer feedback and ensures IT service delivery processes are efficient and cost effective; develops strong working relationships with all customers to enable client satisfaction and to consult on new business strategies

Ensure business and IT requirements are understood and reflected in information technology solutions architecture, design, and implementation

Provides support for the IT Governance process including education, advisory services, agenda and content preparation, and adherence to the decision making process

Oversees relationships with external vendors and service providers for maintenance and support of technology solutions to contractual define service levels; escalates and manages vendor performance and delivery issues

Oversees the development of technology services  team members to enable success in their roles, building core technical skills as well as clinical awareness, business knowledge, leadership, communication, and customer service skills

Oversees the capital and operating financial management of technology services through the coordination of IT budgets, forecasts, and financial objectives, ensuring timely analysis, financial tracking, and reporting to the CIO and business stakeholders

Leads the establishment of technology services standards (e.g., documentation, reporting, and cost allocation) to enhance IT service delivery; provides leadership in the development of IT architecture and standards, clear and consistent IT service management processes to enhance the reliability and credibility of IT service delivery

Works collaboratively with senior and executive management to communicate advancements in technology within the healthcare industry and propose ideas to innovate within CCHC's business model to advance the hospital's position within the marketplace

Works as an effective member of the broader IT leadership team

Decision Rights:

Accountable for assumes ownership over outcomes of the decision "the buck stops here." The Executive Director of Technology is accountable for:

The development of all technology-related architecture, standards, requirements, and configurations and consulting with other functional IT areas to understand risks and other key considerations

Determining and approving all technology procedures after consulting with other functional IT areas to understand risks and other key considerations

Determining the need for enterprise-wide solutions / tools

Determining technology staff workload assignments and requirements including consulting with other IT functional areas to determine resource sharing

Approving adjustments to technology staff workload assignments

Determining and approving technology staff performance rating and evaluations

Recommending technology candidates for promotion

Partnering with HR and supporting the CIO in recruiting, managing, and developing a high performing technology  staff

Responsible for assumes ownership over executing "doing the work" and participating in the decision-making process.  The Executive Director of Technology is responsible for:

Determining all technology-related IT processes and methodology and consulting with other functional IT areas to understand risks and other key considerations

Determining technology goals contributing to the overall IT organization's goals and objectives as tied to the organization's strategic objectives

Determining the need for technology tools and other IT assets

Partnering with the Business Management Office to determine and approve IT performance management requirements (as the basis for service level agreements) and change control programs

Partnering with Human Resources (HR) to determine the need for disciplinary actions, recommend technology candidates for promotion

Consistently provides service excellence to all patients, family members, visitors, volunteers and co-workers in a manner that reflects Cape Cod Healthcare's commitment to CARES: compassion, accountability, respect, excellence and service.

 

EDUCATION/EXPERIENCE/TRAINING:

Bachelor's degree in Business, Computer Science, Networking or equivalent required; Master's Degree preferred.

A minimum of ten years of experience in computer operations, networking, telecommunications, information technology management/administration, applications and system development within a complex and changing Information Technology environment.

Relevant technical certifications (Microsoft, Cisco) preferred.

A minimum of ten years of experience supervising management level employees in an IT department.

Works with internal communications teams to reinforce security and new technology initiatives and educate leaders on incidents that have impacted or have the potential to impact the enterprise.

Directly develop the team and directs the implementation of policies, procedures and best practices of the Security Operation Center (SOC).

Determines staffing requirements guides recruiting, hiring, training, development, and retention of highly qualified employees to ensure the effective operation of the SOC.

Proficiency in planning and managing large development projects and managing in-house resources and contracted services.

Proficiency in current enterprise server hardware, operating systems, development tools, security systems, data center and distributed operations.

Networking: Layer 2 and Layer 3 protocols, including TCP/IP, Firewalls and CISCO equipment management

PC operating systems: MS Windows

Network operating systems: MS Windows, hands on Active Directory management

Enterprise wide applications: MS Exchange, MS SQL, Oracle, MS Internet Information Server, MS Systems Management server, Citrix Presentation Server/Web Interface/Access Gateway, VMware Virtual Infrastructure, EMC SAN storage, HP storage

Ability to manage time and workload effectively which includes planning, organizing and prioritizing.
